The Tamil Nadu Government has launched the second phase of the Disaster-Resilient Housing Scheme. This is one of the schemes in which families live in vulnerable slum areas, the government convert them into safer and stronger communities. Initially, they launched the 1st phase in the year 2021, in which they covered 30000 families who are in the flood-prone and low-lying zones. New houses was be built at that time are stable working in extreme weather conditions, with rainproof roofs and a raised platform so the rainwater will not come inside the house.

The Tamil Nadu Disaster-Resilient Housing scheme is announced in mid-2025. In phase 2 government has a target of 40000 Houses in 20 urban districts. In these, they include Chennai, Cuddalore, Nagapattinam and Thoothukudi. The main focus of this housing scheme is not just to build a house but also to create a resilient community. The house constructed in this scheme has various features like being durable against wind, easily bearing heavy rain and flooding. The government also help them to install solar panels and rainwater harvesting systems. They also help to make your evacuation routes so that the extra water will be easily out from the residential area.

Eligibility Criteria For Disaster-Resilient Housing Scheme
If any person loses their house in a disaster like a flood, heavy rain or cyclone, the government help them to build their house under the scheme. The complete eligibility criteria are mentioned:-
- Only the Tamil Nadu permanent resident is eligible for this scheme.
- Applicant should belong to a flood-affected area in the state.
- If your job or business is affected by a disaster, then you can apply for the scheme.
- Applicant must be a registered person with the local revenue or Municipal Corporation.
- You should have an active bank account that is linked to the Aadhar card.
Benefits of the scheme
- The government will provide financial support of Rs 5000 to affected families.
- Under this scheme government will develop new houses with features like fly ash bricks, waterproof cement and use corrosion-proof Steel.
- TN government will cover 30000 families who live in the flood zone. The government give them new, stable houses that will not be affected by the high floods, heavy rain and cyclones.
- Special financial support will be provided to the families in which a female is the head of the family, a disabled person and any family that is affected by repeated flooding.
- The instant financial support will be provided to the affected residents, by using to buy food, drinking water, household items, maintain their hygiene, clothes and other necessities.
- The government also organise cash disbursement camps for the families without Bank access.

Features of the Scheme

Financial Support
- This housing scheme was started by the Tamil Nadu Government in collaboration with World Bank support and urban local body contribution.
- The construction cost to build any house is Rs 4 to 6 lakh, and the beneficiary does not have to pay upfront. This is a subsidy model, and the beneficiary has a minimum financial burden.
- There is special financial support that will be provided to female-headed households, disabled persons and families who are affected again in flooding.
